/api/v1/Partners/me/splitsReturns the caller's currently-approved Rebate and CPA split tables. Each table is normalised to the full 1..10 level range with 0% for any level the master hasn't configured yet, so the customer SplitsPanel can render every row without having to backfill on the client. Returns 404 for non-Master partners (only Masters own a split table — Subs inherit from their Master).
